For my 4 years old, I set on the desktop a few links for kids sites like disney, nick jr, pbs kids and he plays games on my facebook account. (at 4 they are soo smart it got a little creepy when he tought me how to do some stuff on my android phone)
The 9 years old is mainly allowed to be on facebook (limiting who he can add as friend) or youtube to watch music stuff. It's not just for his safety/privacy but for the large amount of virus/malware attached to games/software that kids would otherwise download or sites they would visit. If it get to the point that you have reason to believe that something is wrong (especially when they get older) you can put a keylogger on your computer to see what they type, just try to forget anything non relevant to safety. You can also get a software monitoring program like chatsec to protect your child while he/she is online. This program targets keywords and language and will raise alerts if there is any attempt to view adult content or if your child is approached by an online predator. You will be notified immediately of anything suspicious or questionable. This is preferable to peering over their shoulder. Especially for older kids.

Yeah now a days Internet is must but kids can misuse of it.So i think its better option to pace PC at living room so that anyone can monitor them.But if it is not possible then we have parenting software which records every activity of your PC.
